Navigating Regulatory Levels: EU and Member States in the New Carbon Removal Certification

Join us for the first C-SINK Research Seminar of 2025, part of our monthly series exploring critical topics in Carbon Dioxide Removal (CDR). 

With the EU Regulation on Union Certification Framework for Permanent Carbon Removals, Carbon Farming and Carbon Storage in Products (CRCF) adopted in November 2024, the landscape of CDR governance is rapidly evolving. The Expert Group on Carbon Removals is actively preparing its first methodologies under the CRCF framework. Meanwhile, EU member states are navigating varying levels of involvement in CDR policy and law-making. 

The upcoming research seminar will explore the dynamic relationship between EU-level regulations and member state responsibilities, examining: 

  • The role of member states in imposing compliance requirements for CDR.
  • How public authorities can secure funding for CDR activities.
  • The implications of the CRCF for member state autonomy and the growing dominance of the EU in regulating CDR. 

Speakers: 

  • Luka Štrubelj, Research Fellow in Environmental Law, University of Edinburgh / Legal Center for the Protection of Human Rights and the Environment
  • Wijnand Stoefs, Policy Lead on Carbon Removals at Carbon Market Watch, will participate as a discussant. 
  • Navraj Singh Ghaleigh, Senior Lecturer in Climate Law at the University of Edinburgh, will moderate the discussion.
